Roy Cales
Mr. Cales' technology expertise stems from
years of leadership and involvement in the field of IT systems
and services. In addition to his extensive private sector
experience as the CEO of a consulting firm, Mr. Cales
has served in multiple capacities fostering the growth of Information
Technology in Florida. In 1999 he was appointed by Governor
Jeb Bush to be the State of Florida's first CIO, where he was
responsible for all technology in the state's executive agencies. Additionally,
he was charged with creating the State Technology Office, a
statewide regulatory agency aimed at bringing a consistent,
global approach to the state's technology initiatives. The
role also allowed Mr. Cales the opportunity to work and develop
relationships within the Florida Legislature while writing
and implementing the required legislation for his post. Mr.
Cales also led the efforts to re-write the State Procurement
laws for Florida. Some of the highlights from Mr.
Cales' service include:
- Under Florida Governor Jeb Bush's appointment, Roy was
responsible for technology oversight and budgeting for all
Executive Branch agencies for Florida State Government
- He held upwards of $500 million of budget authority
- Twenty data centers were under his direction
- His agency was responsible for the Statewide Suncom Telecommunications
Network with over 400,000 users
- His duties included legislative relations, and bill writing,
and analysis
- Roy negotiated a $370 million contract to complete and
privatize the Statewide Law Enforcement Radio System. This
resulted in an $800 million dollar savings to the State
- Mr. Cales directed procurement and negotiated the contract
to privatize the State of Florida Retirement System
- MyFlorida Portal – Developed Florida’s first
portal for all on-line state information
- Mr. Cales led the Technical Negotiation Team for the Department
of Business and Professional Regulation’s
$90 million re-engineering project contract
- Oversaw Y2K response for Executive Office of Florida Governor
Jeb Bush and Y2K task force
- Oversaw Census 2000 office for the State of Florida
Mr. Cales' reputation as a national leader in Government
privatization and IT development has continued to grow through
his work with groups like ITFlorida, where he as a member of
the Board of Directors he has helped move Florida into the
forefront of national IT development. In 2005 Mr. Cales
was awarded the Businessman of the Year award by the National
Republican Congressional Committee and is actively involved
with several organizations such as the Congressional Business
Advisory Council and the Florida Association of Professional
Lobbyists. His extensive personal network within both
the government and business communities combine with his unique
experiences in private, non-profit, and public sectors allowing
him to provide unparalleled service to our clients.
